Although I believe understand and use the phrase “non-accumulative”, when dimensioning drawings I have never seen a published definition of it? Where might I find one i have search all of my avaliable books?

Try looking up "Tolerance build up" and they should refer to the opposite condition which is "non-accumulative". Possibly the text books you are referencing may not refer to the non-build up of tolerance as "non-accumulative"? Hope this is somewhat helpful.
On the other hand, to dimensionally created drawings that are "non-accumulative", your dimensions would originate from one datumn (feature of surface) not from feature to feature, which would cause a tolerance build up or accumulation of tolerance.
